non credo, la politica DC vedrebbe ciascuna serie andare per la sua strada (a meno non sia prodotta dalla medesima casa di produzione, come per Arrow e Flash)
A questo punto però sarebbe controproducente, magari è collegata ad Arrow ma creare un'ennesimo universo è veramente esagerato.
Starman non c'azzecca niente con Arrow; parliamo di due cose completamente diverse, per temi e toni

Se fatta bene invece si, è una delle serie più "moderne" degli anni '90 (sembra scritta nel periodo post-Crisi Infinita!) e ha molti spunti per una serie tv. Che ovviamente non deve essere uguale al fumetto.
